Full Journal pdf2008-03-27 House Journal Page 2473 HB 417 The following, which was advanced to third reading from the March 26, 2008, calendar (page 2446), was read the third time: CS FOR HOUSE BILL NO. 417(FIN) "An Act relating to the compensation for certain public officials, officers, and employees not covered by collective bargaining agreements; relating to pay increments for longevity in state service; and providing for an effective date." Representative Kerttula declared a conflict of interest. Representative Keller moved and asked unanimous consent that he be allowed to abstain from voting because of a conflict of interest. Objection was heard, and Representative Keller was required to vote. The question being: "Shall CSHB 417(FIN) pass the House?" The roll was taken with the following result: CSHB 417(FIN) Third Reading Final Passage YEAS: 31 NAYS: 7 EXCUSED: 2 ABSENT: 0 Yeas: Buch, Chenault, Cissna, Coghill, Dahlstrom, Doogan, Edgmon, Fairclough, Gara, Gardner, Gruenberg, Harris, Hawker, Johansen, Johnson, Joule, Kawasaki, Keller, Kelly, Lynn, Meyer, Neuman, Olson, Ramras, Roses, Salmon, Samuels, Seaton, Stoltze, Thomas, Wilson Nays: Crawford, Doll, Gatto, Guttenberg, Holmes, Kerttula, LeDoux Excused: Foster, Nelson Doll changed from "Yea" to "Nay". And so, CSHB 417(FIN) passed the House. 2008-03-27 House Journal Page 2474 Representative Samuels moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. Representative Kerttula gave notice of reconsideration of the vote on CSHB 417(FIN). The Speaker stated that, without objection, reconsideration of CSHB 417(FIN) would be held to March 31, 2008.
